Sounds like a lot of fun in another bird tribal deck.
Mindshrieker with Index sounds like a neat combination, but ideally I want something to pull stuff out of my graveyard then.
Stitched Drake doesn't belong in this deck, but it was the only 3 CMC blue flyer I had on hand when initially building this deck from my collection of cards.
I'm considering the list of substitutes I added instead.

I'd bump up the Phantasms to a full playset, same with Counterspell.
Something to consider with Mystic Sanctuary is Deprive -- It's an effective combo for pauper, being able to have a counterspell in your hand each turn. With that in mind, you can then cut the Didn't Say Please and get the Chronic Flooding in -- Mills for the exact same amount and occurs more often. I love the curse tech, but running a full set of Flooding might work better, though you could always run both.
Tome Scour seems a good pick as a mill 5 for 1 blue mana, though you could also use Thought Scour for mill plus draw -- I'd be inclined to then cut the Mind Sculpts and get some card draw in -- Set of Opt or Accumulated Knowledge. You can have all the mill in the world, but it means nothing if you're topdecking to do it.
If you wanted to go all-in on Sanctuary, you could side a couple of Tragic Lesson just in case.
Are the automatons just a quick and easy one drop? You might get more from a set of Faerie Seer / Faerie Miscreant / Sage of Epityr or even something like a set of Screeching Sliver or Drowner Initiate
That Rotcrown Ghoul seems nice, but if you need a bit of muscle to back up your draw, check out Makeshift Mauler or Stitched Drake -- They don't mill your opponent, but you have enough of that already for a side-option. Sometimes you need a bit of bulk!

Hey Spinq1974, thanks for your opinions. I was in fact planning to add either Stitched Drake or even Delver of Secrets Flip (24 cards of the deck are instants/sorceries, which means 1/3 and soon 1/2 possibilities to turn it), but i really don't know what to remove, and I don't think I can remove Gurmag Angler, because i'm almost always able to cast it without removing creatures or reusable cards from the graveyard! Regarding Frankenstein's Monster, i really like the idea, but it is a rare card and I want this deck to remain pauper, so...Anyway, thanks a lot, and if you figure out what I should remove, let me know it!

Modern is often described as a turn four format, this means your deck needs to be in a position to win on turn four. Card choices are based on efficiency and consistency, there is a reason decks run 4x of cards, it is to improve the chance of drawing the card you need. Often you don't want to run just a 4x but you want a card with the same or similar effect meaning 8x so for example running 4x Ghoulcaller's Chant and 4x Cemetery Recruitment might make sense in your zombie based deck, but a card like Dutiful Return is just too expensive.
Diregraf Captain is a good lord type creature and if you want flying zombies Scrapskin Drake, Siren of the Silent Song or Stitched Drake would be better choices. I'd also suggest Gravecrawler, even if you are working to a budget, it is worth it.
You need to strip your deck back to a core, decide what it is you want to play and run 4x of those cards and 4x of the cards which support or protect that plan. You also need to balance your mana base better (27 is too much), land cards are worth the investment because they can be used in a variety of decks, so 4x Sunken Hollow probably wouldn't go wrong...

You'll have a real problem with decks that feature fliers. Your Stitched Drake is a good idea. But what goes? The Gurmag Angler is going to cost you several creatures/cards (totally negating the idea of recursion). Maybe add some Geists from Innistrad block? Their Undying ability fits nicely with your overall theme. And I know it's only tangential, but if you have access to it, put in Frankenstein's Monster. It's in the deck's name!

I have thought about Eternal Scourge before the problem with it is it is hard to play a lot cards that need to be exiled from the graveyard. I found that Misthollow Griffin works better since it cost 4 and both Stitched Drake and Skaab Ruinator cost 3, letting you curve out with them.
If your interested in Eternal Scourge I was thinking of a deck that uses Selective Memory to exile Misthollow Griffin and Eternal Scourge, almost letting you draw 8 cards, but I found the deck was too inconsistent. If you are interested in Eternal Scourge it would work in a deck like that.
Thanks for the suggestion Zehk :), but I don't think Eternal Scourge works to well in this deck.

Afraid this deck won't work that well in reality, there are much better choices even on a budget.
Deviod means that Eldrazi Skyspawner and Mist Intruder aren't blue, they are colourless.
Skywatcher Adept will never be relevant and costs too much to level up, a better option is Cloudfin Raptor which grows just because you play other creatures.
Faerie Miscreant is a functionally better Zephyr Sprite thanks to the occasional draw.
Swap Mist Intruder to be Seacoast Drake, it has an extra 1 toughness and is blue.
Eldrazi Skyspawner and Azure Drake should be Illusory Angel, Warden of Evos Isle, Stitched Drake or even Riptide Chimera as they are all more efficient.
If you use Riptide Chimera then Reality Acid becomes hard removal for anything rather than Encrust if not then Void Snare or Vapor Snag are more efficient.
In short, while I like the idea of an all flying blue deck, your card choices just weren't optimal, even on a budget.
