A cheap (goal: sub-$25) yet effective mono blue flying deck.

Strategy:

• Throw a bunch of flyers on the board,
• Protect them with counters and bounces,
• Gain card advantage with card draw,
• Fog Bank to protect from creature damage,
• Control the board and keep flying in their face!

Wincons:

• Flyers repeatedly hitting for 3+ damage,
• Cloning an army of Dungeon Geists (using Stolen Identity) to leave the opponent's board tapped,
• Stormtide Leviathan!

Substitutes I'm considering:

• 4x Essence Scatter > 4x Counterspell. Relatively expensive, but a straight-up better counter.
• 4x Negate > 4x Lofty Denial. Counter unless they pay 4 (all our creatures have flying).
• 3x Think Twice > 3x Winged Words. Draw 2 for 2 mana right away at sorcery speed, instead of draw 2 for 5 mana eventually at instant speed.
• 3x Index > 3x Gust of Wind. Bounce and a card draw for 2 mana at sorcery speed. To mitigate the loss of library peeking from Index we add some Halimar Depths lands.
• 3x Silent Departure > 3x Vapor Snag. The flashback is almost never used due to its cost. Vapor Snag gives us the bounce at instant speed instead, plus a ping at the player.
• 2x Sphinx of Uthuun > 2x Windreader Sphinx. More reliable card draw for the same CMC.
• 4x Stitched Drake > 4x Warden of Evos Isle. Drake is too unreliable at its curve without creatures in our graveyard. The Warden gets us more flyers on the board faster, and lets us play bigger flyers like Windreader Sphinx sooner.
• 4x Island > 4x Lonely Sandbar. Cycle lands are useful.
• 4x Island > 4x Halimar Depths. Our main source of peeking at and reordering the top few cards of our library when we get rid of Index.

Concerns:

• With the above subs I'm lacking card draw at instant speed (during the opponent's turn while having open mana). A few cards to consider:
  • Brainstorm
  • Curate
  • Deliberate
  • Opt
  • Peek
  • Pull from Tomorrow
  • Think Twice
  • Winged Portent
• I'm wondering how useful 4x Warden of Evos Isle is going to be in practice at the 3 CMC curve. We do have a lot of card draw to help us throw down flyers faster. But on the other hand for a 2/2 it's relatively weak on its own, and it does nothing for Stormtide Leviathan wincon.
• Stormtide Leviathan sees almost no play in 95% of the matches. When I do drop it, however, it pretty much guarantees me a win. Potential substitutes:
  • Favorable Winds
  • Gravitational Shift
• Other cards to consider:
  • Borrowing 100,000 Arrows
  • Talrand, Sky Summoner
  • Tamiyo, the Moon Sage
