This is a casual mono white deck based on the Fallen Empires faction of Icatia. The one stipulation of the deck was that it had to contain all relevant Fallen Empires cards and any other cards that reference Icatia, Trokair, the Hand of Justice, etc. This deck suffers not only from the weak Fallen Empires card, but also from the combination of soldiers, knights, clerics, and other non-soldier, non-knight, non-cleric humans. I went for soldier and knight synergy. That also weakens the deck as it is trying to do two different tribals. Ultimately it's just a weak white weenie deck, but hopefully fun when pitted against similarly themed decks (like Tourach or the Thrulls).

Side note: Elesh Norn is a praetor. Icatia's Lietbur religion and The Order of the Ebon hand have "intriguing similarities" (according to MTG flavor text). One theory is that the Ebon Ebon Hand started as worshiping the hand of Yawgmoth Praetor Gix. So maybe The Hand of Justice is also really a Praetor. Norn is not only a white aligned praetor, but also known for manipulating other praetors. Also, she is just great in a white weenie deck.
