First things first, this isn't a standard list. Change the format to casual, and everything will become blue in here.

Secondly, that's 68 cards. You should try to get down to 60 cards. The easiest way for that would be to drop four lands and four of the six cards that grant abilities.

Regarding Leyline, I'm assuming that it's in here for the activated ability. There are ways to drop that many +1 counters that cost less mana, for example Thrive.

I'd add Llanowar Reborn to your lands. Retreat to Kazandu, Fangren Firstborn, Ranger Class, Thrive and Rite of Passage are some nice counter additions.

The Ozolith to recycle your +1/+1's.

You probably have enough elves to make Immaculate Magistrate an ok card to add and give Rings of Brighthearth another thing to target.

You have enough mana ramp to make Decree of Savagery a possible win con.

Vastwood Surge is ramp with more counters.

Myojin of Life's Web and Praetor's Council or Weird Harvest makes a nice refresh of your board state.

As for what to take out... (I hate trying to decide) but some standouts would be

I know it's sorcery speed, but Thrive is substantially cheaper than Nature's Panoply if you're using it on multiple targets. Neat deck!

I've always thought Thrive would be fairly awesome in a Heroic deck. Might find a home for some copies here too; pretty reliable way to trigger multiple Heroic abilities in a single spell.

I like the deck and wg +1/+1 counters with sacrifice is nice.

Weapon Rack and Thrive for getting +1/+1 counters on your creatures. Serrated Arrows is a bit of a stretch, but with proliferate, it could help.

Cards with escape like Loathsome Chimera, Voracious Typhon, and Sentinel's Eyes can be useful for you strategy, as they allow late-game recursion that also has +1/+1 counters on the creatures. Travel Preparations also can spread around +1/+1 counters.

Ivy Elemental, Apex Hawks, and Gnarlid Colony are nice creatures that can come in with +1/+1 counters, as well as being flexible in the early and late game.

Antler Skulkin can help with creature protection.

Hey, I like the build +1

It really shouldn't have the Standard tag though, it looks like Modern format is the one best suited to a build such as this.

You might look at Wild Onslaught, Thrive, and other non-creature spells which create counters instead of just moving existing ones around like Bioshift. These would help speed up the win condition on Simic Ascendancy as well.

It doesn't look like there's a lot of options for just putting counters on creatures for Blue, but Green has tons of options.
