I'm not sure if it is still the case, but changing a printing from foil to non-foil would change the competitive meter. You might need to specify a printing between Fugitive Wizard and Fugitive Wizard to make sure you are concentrating your manipulation of the system.

There's a lot of speculation on how the competitive meter here actually works, and I personally haven't seen a definite explanation. I believe it's self-selecting: if a card is in enough decks marked as Competitive, the meter treats that card as competitive. Here's an idea to test this.

Pick a non-competitive card. I suggest Fugitive Wizard--basic and weak, but not meme-y enough to go into a joke deck.

A lot of people create decks with Fugitive Wizard and mark them as Competitive.

Create a deck of nothing but Fugitive Wizard and Island and see how competitive the meter says it is.

I know that Wandering Ones is a hyper competitive card in Kamigawa Block Pauper Tiny Leaders, and from experience. My playgroup decided to ban it. Not entirely sure but I think Wandering Ones is objectively better than Fugitive Wizard

I think it's basically self referential. If a card is in a lot of decks that get marked Competitive, the meter assumes that card is competitive. If not, then it's casual. Self-selecting sampling bias at its finest.
It might be an interesting experiment some day to get a big chunk of people to try to make some random card marked as Competitive. If like 500 make a deck of 56 Island and 4 Fugitive Wizard, and everyone marks it as Competitive, will the system think the Wizard is a competitive card?

A non-Un alternative to the last question: If I controlled both a Deceiver of Form and a Fiend Hunter (and had a... Fugitive Wizard exiled under it), then Deceiver of Form causes Fiend Hunter to become a copy of Rona, Disciple of Gix or Nightveil Specter, would I then be able to cast the Fugitive Wizard?
