Artificial Evolution
Instant
Change the text of target spell or permanent by replacing all instances of one creature type with another. The new creature type can't be Wall. (This effect doesn't end at end of turn.)

I'll take a look at the deck. I've found that the color changing keywords are pretty challenging to search because of all the color overlap with things like "white" giving you lots of token generation abilities etc, so any decks that have a list are helpful. If only there was a primer of all the cards...
I also agree that a win condition seems challenging. Commander damage is possible, and so are things like Radiate+Artificial Evolution+Ral, Storm Conduit, which should give a copy for every permanent on the battlefield dealing a lot of damage. I have a feelings that there are other ways to leverage the targeting situation, like maybe storm or something like that.

If I cast two Artificial Evolution on Rotlung Reanimator to change both "Zombie" and "Cleric" into "Rat", does it become a "Rat Rat" or just a "Rat"?

@Rhadamanthus Artificial Evolution changes the creatures type specifically by changes the text (and changes all instances, not just the type line), so it's a text changing effect like Magical Hack. This does mean it gets applied in layer 3 before other type changing effects, regardless of time stamps and dependancies.

One small correction to the above: Artificial Evolution's effect is a type-changing effect, applied in Layer 4. This doesn't change the answer to the question but can be important for interactions with other effects.

No. A creatures copiable characteristics are defined by what's written in the card as well as other layer 1 effects (basically other copy abilities that alter the creature, like Phantasmal Image). Artificial Evolution is a text changing ability so it's applied in layer 3.

If I use Artificial Evolution to change the creature type of, say, Birds of Paradise to "Dinosaur" and then cast Clone to copy it, will the clone enter as a "Dinosaur"?

OK, that's cool. So yes Sliver Hivelord is 100% legal. Very helpful card.
Now, for the steal effects, you use things like Amoeboid Changeling , Artificial Evolution , Unnatural Selection , Imagecrafter etc. You will also want lots of mana generation. You will also need to be careful with some slivers, especially Crystalline Sliver , as this will make it impossible to steal your opponents stuff
