Immortal sun + Reforge the soul

The Immortal Sun on the battlefield. First draw is Reforge the Soul and I pay the miracle cost.

Do I draw an additional card from The Immortal Sun before or after Reforge the Soul resolves?

You can order Reforge the Soul and the additional draw as you like. The ability to cast off of miracle and the additional draw from The Immortal Sun are both triggers. If you draw Reforge the Soul and reveal it you will control both the miracle cast trigger and the additional draw trigger when triggers are put on the stack and therefore get to order them as you wish.

Your choice.

The draw step works as follows:

504.1. First, the active player draws a card. This turn-based action doesn’t use the stack.

504.2. Second, the active player gets priority.

The Immortal Sun triggers at the beginning of your draw step, but that trigger can't be placed onto the stack until you would gain priority.

Miracle also represents a triggered ability:

702.93a Miracle is a static ability linked to a triggered ability (see rule 603.11). “Miracle [cost]” means “You may reveal this card from your hand as you draw it if it’s the first card you’ve drawn this turn. When you reveal this card this way, you may cast it by paying [cost] rather than its mana cost.”

So that will also trigger when you draw it, but will also not go onto the stack until you would gain priority.

603.3b If multiple abilities have triggered since the last time a player received priority, each player, in APNAP order, puts triggered abilities they control on the stack in any order they choose.

So after you've drawn (and revealed) Reforge the Soul , both your miracle triggered ability, and your Immortal Sun triggered ability will be entering the stack simultaneously, invoking the rule above.
