if i have Jace, Architect of Thought on my field and use the effect of The Chain Veil and both times i use his +1 ability does the effect stack and give attacking creatures -2/-0?

Yes. If Jace, Architect of Thought 's first ability is used twice, you've got two instances of the delayed triggered ability it makes. Each one happens separately, so they stack.
