While underwhelming, the U/B God Phenax, God of Deception, in my opinion, makes mill a viable strategy. Throw in some creatures that work off of the graveyard like Consuming Aberration, Nighthowler, and Lazav, Dimir Mastermind, and you've got yourself a stew.

I don't know why Lazav, Dimir Mastermind doesn't see more standard play. He may be legendary, but he's going to give Phenax four devotion, and his hexproof makes him super hard to kill.
