This is a deck based around the new Elsha of the Infinite from the Commander 2019 set.

The deck's engine is designed to abuse Sensei's Divining Top by lowering its cmc to 0 with Foundry Inspector , Helm of Awakening , Etherium Sculptor or Ugin, the Ineffable and continually using the Top's second ability to draw and put the Top on top of your library then use Elsha's third ability to cast to Top for 0 mana.

This continual Top casting draws card, adds Servos with Saheeli, Sublime Artificer , and increases Storm count. The Storm count can be used with the various storm cards in the deck which will also combo off Ral, Storm Conduit for massive amounts of damage.

The Servos from Saheeli can be used with Urza, Lord High Artificer and turned into mana-dorks and then untapped with Dramatic Reversal + Isochron Scepter for an unlimited blue mana supply. A mana filter may be needed. Laboratory Maniac and Jace, Wielder of Mysteries are for decking yourself win cons and Venser's Journal and Reliquary Tower are there to protect against the need to discard your excess cards.
