This is the second draft of Orvar the All from. This build focuses on cloning value permeants at instant speed. This deck leans into a mill value-engine strategy and has other combos with creatures, enchantments and/or artifacts. There are several ways to make infinite mana and infinite permeants.

Infinite blue mana and 2/2 drakes:

With Orvar in play, we can copy Peregrine Drake with Whim of Volrath - returning Whim to our hand with buyback. The new copy of Peregrine Drake will enter, untapping 5 lands. We tap all five lands and recast Whim of Volrath, buying it back each time netting 2 blue mana and a 2/2 flying drake.

Infinite Colorless Mana:

With Tidespout Tyrant in play we cast Sol Ring, tap for 2 colorless mana, cast Lotus Petal for 0 mana, bounce Sol ring with the Tyrant trigger to our hand, use 1 floating colorless mana to recast Sol ring, then bounce Lotus Petal with the Tyrant trigger to our hand and repeat. -Note- If you can copy Tidespout Tyrant with Orvar's ability or with another spell like Phyrexian Metamorph, then two tyrant triggers on the stack will allow you to bounce Sol ring or Lotus Pedal (to repeat the loop) and anyone of your opponent's permeants; effectively bouncing their board and forcing a scoop.

Wincon:

With infinite blue mana and casting Whim of Volrath for its buyback-cost, copy the best value permeants on the board to win.

Copy the mill combo pieces, such as Psychic Corrosion, find a way to draw a card, then mill out each opponent. Or copy Mesmeric Orb and pass the turn to force your opponents to mill out (if they have untapped permanents).

Copy any land with Ruin Crab on the battlefield to mill all opponents.

Copy Master of Waves an infinite number of times to create an army of infinitely large elemental creatures.

Cast Capsize with buyback to bounce each opponent's permeants to force a scoop.

Steal all of your opponent's permeants with Agent of Treachery.

Ping your opponents to death with Sunscorched Desert.

Tutors: Dizzy Spell, Merchant Scroll, Solve the Equation, Tribute Mage.

Orvar might be right for you if you don't mind potential shenanigans and confusing board states. Want to make 2,3,4, or 10 Rhystic Study's; or just as many Propaganda's?
