Lmao man I know. I truly believe there will be an emergency ban, even if it may take a couple of months. Eye of Ugin + Urborg, Tomb of Yawgmoth makes a Mishra's Workshop effect which is BANNED IN LEGACY! So the fact that it is in modern is absurd, and should be dealt with swiftly from wizards.

Onto the goblin deck. I actually believe Coat of Arms is too slow for this kind of deck. Yes it can almost win on resolve, but with infect winning turn 3, eldrazi controlling the board by turn 3, scapeshift turn 5, tron just being tron and shit, it's too slow of a card. I know you don't particularly care for Goblin Guide and your more budget, but I cannot recommend this card enough. Seriously by itself if it can deal 6 damage to your opponent, plus the probable 3 the deal by fetching and shocking lands, that's already 11 damage turn 3. If you add in Goblin Grenade and the other goblins you can play in those turns, plus a possible other Goblin Guide it is almost game turn 3 and highly likely done by turn 4. Aside from that, Legion Loyalist is an outstanding card. Granted they'll probably block him the first time you attack to get rid of his battalion effect, but then your creatures have first strike and trample to get rid of their chump blockers, and Goblin Grenade him before damage (unless the blocker is a 1/1 creature). Add trample and first strike onto Goblin Piledriver and damn man you have a powerhouse. Desperate Ritual is another card to add to speed up the deck. Turn 1) mountain, Simian Spirit Guide for two, desperate ritual for three, then Goblin Chieftain on turn 1 and your deck is seriously set if he stays.

I would seriously recommend the following changes in order to continue in this format. -1 Purphoros, God of the Forge, -2 Krenko, Mob Boss, -4 Hordeling Outburst, -1 Goblin Chieftain, and -2 Coat of Arms. That's 10 cards to replace. I would recommend +4 Goblin Guide, +3 Desperate Ritual, and + 3 Legion Loyalist. That should make your deck soooooo much faster, as well as consistent. For the eldrazi decks I would seriously recommend 4 Blood Moon or cheaper Magus of the Moon in the sideboard. If you can get that turn 1 or 2 it seriously slows eldrazi down enough for your deck to do its thing. Not to mention greedy mana bases can't do much against it either. You can honestly put the land count to 19 for the low cmc of the deck (with my changes) to add in another card. Maybe a mainboard Blood Moon or Magus of the Moon in case you can get it vs eldrazi game one.

For draw power I'd definitely recommend keeping Tormenting Voice as it is probably one of the most viable for red in modern. However, some situations could potentially call for Stun. Your deck is extremely aggressive and needs to remain that way. If Tarmogoyf comes down turn two you can still get that 4-6 damage by attacking and drawing one card at instant speed. Granted Tormenting Voice draw two, but you're also discarding a card. It is however you want to play it.

Tron loses a bit of its inevitability, sure, however the comparisons of Eye of Ugin + Urborg, Tomb of Yawgmoth = Mishra's Workshop are true.

But that's my 2-cents.

Eye of Ugin, alongside any mana cost reducers, only reduces generic costs. So if I have an Eye of Ugin in play and I want to cast Thought-Knot Seer, I would need to be able to produce to cast it.

That T2 play is possible though with double Eldrazi Temples, just not with Eye of Ugin + Urborg, Tomb of Yawgmoth .
