Kahos paradox engine this is an old list I use to play before the Paradox Engine ban if you have infinate mana and a way to give kaho haste and ways to untap her Isochron Scepter with Dramatic Reversal, Lapis Lazuli Talisman and Tidespout Tyrant all let you turn cantrips into spells that draw your deck for wins with Laboratory Maniac or Thassa's Oracle. Generally you will want to fetch a flicker spell, shuffle you graveyard into your library spell to loop whatever third spell you choose. Essence Flux, Stream of Consciousness and a tutor or draw spell were my go to stacks.

Here's another handful. Riddleform allows scrying at will, albeit for 3 mana, but it's also a creature as needed, and probably a lot of the time anyway.

Stream of Thought and Stream of Consciousness are good recursion cards; you probably (hopefully) won't have to recur more than 4 cards at a time and these are cheap to cast.

Don't forget to work in Solve the Equation somewhere!

An interesting card I pulled from a pack is Silundi Vision  Flip, which I swapped in for an Island. As a land it's slow mana, but the spell side is perfect for this deck.

Another random pull for me was Mystic Reflection . I would have to classify it as a spot removal which actually erases the identity of the card, kind of like those enchantments I linked before, but you hit the target before it enters the battlefield. You can also can potentially hit more than one target.

Finally, I know it's out of budget range, but I can't help but squeeze Shark Typhoon into the deck because I got one and I want to use it. And it works well with the premise of a mostly-instants-and-sorceries deck.

I'll probably add Boseiju, Who Shelters All because, again, it's burning a hole in my pocket and it's really good in the deck. But it's definitely not a budget card.

When you choose targets for a spell, it is on the stack. As Stream of Consciousness is on the stack in this case, it's not in the graveyard to be a target of itself. Spells aslo can't target themselves as a rule, such as Counterspell or Reverberate.

I'm building a Commander deck with Kess, Dissident Mage as my commander. With her ability, I can cast Instant and Sorcery cards from my graveyard.

Stream of Consciousness allows me to return cards from graveyard to the library. Normally, when casting this card, it cannot target itself (This is also mentioned in official errata). However, if it's cast from the graveyard, it would make sense that it could now target itself. There is no clarification on this in the official rulings.

So, can Stream of Consciousness target itself if it's cast from the graveyard (with Flashback or otherwise), or does the official ruling mean that it cannot target itself, no matter what?

This deck is definitely moving in the right direction in lots of ways, but just needs special attention in others.

I would start out by replacing the cards that protect lands specifically (I understand why) with counterspells, because they can still be used to protect your lands equally efficiently when used correctly, (in almost all games/scenarios, not quite all, but almost all) as well as protect you from things other than having your lands destroyed (which could potentially be even more devastating). (I personally would especially recommend the 1 mana counterspells, as they seem to be the most effective, the good ones are Flusterstorm, Swan Song, Stubborn Denial (Noyan Dar fits it perfectly), and Dispel.

Then, what could make this deck very good would be re-evaluating your win condition. Rather than swinging with your land creatures, you could attempt to play more cards that allow for "big mana" and use that to force a win. With more cards like Mission Briefing to go with cards like Call to Glory, you could use your X spells to draw, and repeat the process of using mana to reuse and pump the strength of your mana creating spells and then drawing more cards with said mana. This would then lead to your win condition: Brain Freeze. After playing a ridiculous number of mana producers and draw spells, eventually you would draw this and be able to take away someone's entire deck in one go. Lastly, you could finish off the others with simple cards like Stream of Consciousness to Brain Freeze the others.

I'm working on a Kaho deck myself right now (still WIP), and I was looking through other Kaho decks on the site. Here's some recommendations:

  • Chain Stasis . I swear, this little doozy from homelands was *exactly* what I was looking for. You can put this in a Kaho pile, and for 4 mana you can put 2 spells on the stack that both read "untap Kaho". What this means is that without any outside help, no TYE, no Minamo, you can cast 2 distinct spells off Kaho. The permanents do this job better, but Chain Stasis can be tutored as part of a Kaho pile.
  • Nexus of Fate . If you don't want to run it due to price, that's fair. But I can't understate how well this card goes with Kaho. It feels like it was designed for her. You're already running the TYE, just that and Kaho let you infinitely loop Nexus.
  • Siren's Ruse and Stream of Consciousness . The former is a nice cheap bounce spell. The latter doesn't seem that great, but its cheap and if it shuffle another graveyard-shuffle effect then its done its job.

Here's a link to my "deck" right now, I'd appreciate if you'd look over what's there so far.
