Modern is a format where...
...Your burn spells cost 1 mana for 3 damage (Lava Spike, Lightning Bolt)
...Fast creatures cost 0 or 1 mana (occasionally 2, but not very often).
This deck fails at being fast, because the creatures actually are expensive. 3 mana in a deck with no real acceleration is expensive. 4 and 5 mana is just wrong, unless it's cards that completely turns the game around on the spot - a criterium Pitchburn Devils (or the 4 cmc creatures) doesn't really meet.
So, why is there 1 Blur Sliver? No other slivers to benefit from its ability. It is a 2/2 haste creature for 3 mana. That's not really comparable to Goblin Guide, a 2/2 haste creature for 1 mana. Corpse Hauler... very unimpressive creature for the mana, and an ability that costs another 3 mana, and your creature, and which also leaves you a card short on the table (it returns the creature to hand). Is that really something for a fast deck?

Omen Burn Machine V.1

I luuuurve omen machine. Played it in a janky funny standard deck back in the days (Omen Machine + Tezzeret, Agent of Bolas). But... your deck has several problems:
urzatron. Urza lands are hard to assemble, and you need to have one of each in actual play, before they give you more than one, single, colorless mana. 2 of each, and no way of searching them up, is not going to work for you.
Firebolt is not modern legal.
Omen Machine is worded "players can't draw cards". Nahiri, the Harbinger has the wording "...if you do, DRAW a card". Clue tokens have the wording "...Sacrifice this artifact: DRAW a card". DRAW is not what you want cards to say, that you use with omen machine. Of course, you might have brought in Tamiyo's Journal to use as a tutor. A 5 mana tutor, which has to wait for 3 turns, before it can tutor anything. That's a really bad tutor.
you seem to rely on having, and playing, Omen Machine early. You have 2 copies of it. You have 2 possible tutors in 1 and 3 copies, none of which will search for it until turn 6. This is not how you get to play a card early or consistently.
consider that you have an Omen Machine in play. The game is now changed into you and your opponent flipping topdecks each turn, and hoping to have the better card. Is Riot Devils really what you want to flip? Or Pitchburn Devils?
unless you have a very sure way of getting to discard your cards, Fiery Temper is much worse than Lightning Bolt. I don't see anything other than nahiri to make you discard.

So having drafted this, I built a RG deck splashing black, playing 16 lands. However, nearly every game I got mana flooded. How should I have built this deck to not get mana flooded? Thanks for the help.

first off you meed way more mana in this deck. second you should try to get multiples of your best cards in here like Shock Skullcrack Lightning Strike. Third most of your creatures in here arnt all that effective id cut Atarka Efreet Bladetusk Boar Horde of Boggarts Kolaghan Forerunners Pitchburn Devils Satyr Nyx-Smith. cards that will make it better Dragon Fodder Magma Jet Village Messenger Flip Insolent Neonate Sanguinary Mage Incinerate Flame Javelin Frenzied Goblin Boggart Brute Stoke the Flames. lastly bring the deck down to 60 cards
