Sorry, some last minute thoughts:

Surrak Dragonclaw or Stonehoof Chieftain are great replacements for Khenra Charioteer.

Nath of the Gilt-Leaf is a good replacement for that Blaring Recruiter if you still haven't replaced it.

Kazuul, Tyrant of the Cliffs is better for a good defense. With all the creatures already giving haste (your commander being one of them), Rushblade Commander can be swapped.

Jazal Goldmane will give HUGE attacks and could replace Kargan Warleader is you're willing to dump mana on combat.

I would add Drumhunter due to it's card draw. Replace Duskwatch Recruiter  Flip if you can.

Some notable mentions include: Boldwyr Intimidator, Arashin Foremost, Champion of Rhonas, Butcher of Malakir, Dragonscale General, and Flamerush Rider.

This is great!

Sole recs would be Steelshaper's Gift and Sunforger. The later would work with every instant you are currently running.

Audacious Reshapers and Goblin Welder would be more synergistic (I think) than Usher of the Fallen and Kargan Warleader.

Hope this helps your friend!

Nice deck, I've been messing aroundnwith a similar concept. I might recommend going with Akiri, Fearless Voyager as a 3-drop rather than Kargan Warleader since the card advantage + protection should be more valuable than a small buff for your creatures. Warleader would probably be better in a go-wide deck where you're spamming Warriors, but in this kind of deck you'll probably only have a few creatures out in most games.

Normally in a goblin deck, I'd just suggest running my lords like Goblin King , Goblin Chieftain , etc., and adding more copies of goodstuff like Goblin Grenade and Goblin Chainwhirler . However, to preserve the multiple tribe theme, I think focusing on warrior synergy would be the best idea. A good percentage of your creatures are already warriors and Blood-Chin Fanatic looks like one of the stronger cards in the deck.

Base Camp , Blood-Chin Rager , Kargan Intimidator , Boldwyr Intimidator , Lovisa Coldeyes , Obsidian Battle-Axe , and Raiders' Spoils are some warrior tribal cards in Rakdos, and Chief of the Edge , Chief of the Scale , Arashin Foremost , Herald of Dromoka , Kargan Warleader , and Mardu Woe-Reaper also apply when dipping into Mardu. I know most of these cards are just humans though, so here are some good warriors that fall under the goblinoid umbrella: Bloodmark Mentor , Goblin Bushwhacker , Goblin Cratermaker , Goblin Piledriver , Goblin Rabblemaster , Goblin Trashmaster , Krenko, Mob Boss , Pashalik Mons , Reckless Bushwhacker , Battle Brawler , Brutal Hordechief , Zurgo Bellstriker , Kazuul's Toll Collector , Ogre Battledriver , and Furystoke Giant . Which of these cards is best definitely depends on what your primary strategy is.

Anyway, good luck with your deck!
