G1ngr the upsides for Parcelbeast include:

It can create a large defensive body on turn 2, which can be a problem for some decks to break through. Combined with a healthy amount of interaction, it can buy you a lot of time.

Being only 2 mana, it is a very mana-efficient way to trigger all of a creatures existing mutate triggers.

Migratory Greathorn only triggers when you mutate, whereas Parcelbeast can trigger every turn regardless of whether you have the ability to mutate. Additionally, late game Migratory Greathorn becomes a significantly worse draw due to only being able to grab lands (which you should no longer need) whereas Parcelbeast can still draw you other more relevant cards.

Dreamtail Heron, being 4 mana for a very average card, doesn’t even feel remotely comparable imo. If it had a similar cost to mutate then it might be worth considering.

Being an instant speed ability lets you hold up mana for interaction like Counterspell without getting blown out. Being only 2 mana also lets you cast it without your mana being “shields down” so you can protect your board better.
In any case, i’m not suggesting Parcelbeast is a must-include - it does have its own set of issues. But I really think you need to gear the deck towards a more tempo-focused strategy. The build is too slow to outrace any aggro/combo deck, and too vulnerable to cope with control or highly interactive builds. It feels to me your best niche is to try and focus this build into out-valuing the opponent over time - and that involves dragging a game out for as long as possible while oppressing the opponent and gaining incremental card-advantage.

Parcelbeast is a 2 mana to give something "tap, for 1 mana draw a card (and play a land)" or a 4 mana 2/4 with that. while it is the cheapest mutate trigger possible (sorta) I feel like if i were to play it I might as well just play a strong 2 mana draw spell. it in my opinion adds very little outside of pretty slow draw, and if i were to have a mutate specifically for draw i think I would rather have Dreamtail Heron. also. Migratory greathorn is 1 mana more for a guaranteed land on mutate, and with any other mutate is free lands. obviously its not a good card to just play for the sake of having a creature. but neither is Parcelbeast

Well pretty much anything with Archipelagore. Dreamtail Heron could add flying to something that needs to attack or cause combat damage. There are a couple green Mutate cards that give you a 6/6 base on your little guys and all of them have a bonus ETB.

Yes, copies of a merged permanent take all the merged characteristics, but let's get clear about the specifics of your example. A merged permanent starts with the characteristics of the top-most object and adds the abilities from everything below it. This means:
- If you put the Heron on top then you will have a 3/4 Elemental Bird named Dreamtail Heron with mana cost that has the Dreamtail Heron abilities plus the Mist-Syndicate Naga abilities
- If you put the Naga on top then you will have a 3/1 Naga Ninja named Mist-Syndicate Naga with mana cost that has the Naga abilities plus the Heron abilities

Sakashima of a Thousand Faces is a really good card, but considering you can have a non-legendary mutated creature with the same ability Ivy has just by mutating Ivy, I'd probably replace it with another mutate card or cards that work well with mutate like Dreamtail Heron or Triton Fortune Hunter. At least one board wipe is also really recommended. I also would switch out some enchantments with some instants. Cards like Tamiyo's Safekeeping can be useful to make sure everything stays alive or even small cantrips like Charge Through can be useful since you also copy the draw card effect. Overall very nice! I'm trying to make a similar deck and seeing your version gave me some good ideas.

Blighted Agent + a big mutant is damn near a one shot kill (i like Archipelagore but Brokkos works)
Dreamtail Heron is good just to give something flying and all your smaller infect creatures would get a power boost as well.

Consider these elementals as well:
Slithermuse -> refills your hand
Thicket Elemental -> cheats another elemental into play
Territorial Maro -> vanilla 6/6 beater
Dreamtail Heron -> draws a card - replaces itself, you can mutate it on every creature in your deck and it gives your commander, any useless token or elemental flying
Parcelbeast -> ramp and card draw in one card
