GoldenFire to cast the spell from wherever it is (usually your hand), you first move it to the stack (which is when you also announce its target[s]) before paying the total cost of the spell (see rule 601.2). So yes, Disorder in the Court is quite good value in Commander with Hinata on the table.

Do I declare targets before or after I pay mana costs for casting the spell?

If I cast Disorder in the Court. If I pay before declaring targets I would have to pay X for each target regardless of the mana reduction.

But if I pay after declaring targets I would get a temporary wipe for 2 mana.

This is a super cool deck, I'm just bad at mtg rules sometimes.

Nice. Distorting Wake then Disorder in the Court is just so mean. Either to bait a counterspell or remove all resources for other interaction. I love it.
