I think Hand of Emrakul, Decimator of the Provinces, Kozilek, the Great Distortion, and Pathrazer of Ulamog are too expensive to cast / commander ability for what they do. Some replacement examples would be: Terastodon, Void Winnower, Fleshbag Marauder, Noxious Gearhulk, Ravenous Chupacabra, Plaguecrafter, Eternal Witness, It That Betrays, Woodfall Primus, Acidic Slime, Ob Nixilis, Unshackled, Sepulchral Primordial, Overseer of the Damned, etc.

cards like Dalek Squadron with a sac outlet will get you a lot of Meren counters quickly. cards like Greater Good are great at filling your graveyard and your hand. cards like Oversold Cemetery are great for your low mana creatures and late game expensive creatures. Tragic Slip isn't a very good card for multiplayer commander, unless you are using something like Isochron Scepter

I think your deck is a little heavy on creature token generators, especially your creatures. I know they are there to build up tokens on Meren and to generate mana, in the early game, but they aren't doing much in the mid to late game. Maybe replace a few with some faster reanimator spells like: Living Death, Lifeline (a personal favorite), Necromancy, Animate Dead, Victimize, Rescue from the Underworld, Beacon of Unrest, etc.

Other cards I would consider cutting: Skullbriar, the Walking Grave (too slow imo unless he is your commander), Blisterpod (needs to die to get the token), Pawn of Ulamog, Vorapede, Village Rites, Gray Merchant of Asphodel (starts to shine with lots of reanimator stuff), Woe Strider, Scion Summoner, Brood Monitor, Deathreap Ritual, Commander's Sphere

It's tough to suggest cards for a budget deck. A card that I might consider to be absolutely necessary could require cheaper options in other parts of the deck to make it fit.

Hey, nice version, but the manabase hasn't been as upgraded as much as the rest of the deck, you forgot Command Tower.

Because you have Avacyn, Angel of Hope and Ulamog, the Ceaseless Hunger do you really need lots of other big creatures? Most creature board wipes are good with Eggs because even if Atla will die to the wipe she will trigger for each Egg that also dies. All your opponents creatures die and you're left with a battlefield of creatures from Eggs. Avacyn and Ulamog have indestructible making them survive board wipes that destroy or do damage.

Vanquish the Horde and Blasphemous Act are powerful creature board wipes in multiplayer Commander because they care about the number of all creatures from all players on the battlefield. Wrath of God and Day of Judgment are the traditional four mana ones and Austere Command is very versatile. Fanatical Devotion is a nice budget sac outlet for Eggs since it can protect Atla from most board wipes.

Consider more ramps sources especially two drop or less ramp that's not creatures can help with Atla?

The manabase here has a few good lands (Mesa, Orchard, Glade, Shrine, Panorama), but most are subpar for much lower budget decks. Temple of the False God is a not a good land; my advice is cut it from all your decks even decks with green which have land ramp. Needing five lands just for Temple to be able to make mana isn't worth it. The Life lands such as Blossoming Sands, etc. are lackluster since 1 life gain is not worth the land always ETB tapped. If you're on a budget for lands then consider these for upgrades?

Some cards to consider cutting:

Good luck with your deck.

I would recommend maybe some of these creatures:
Brood Monitor, Caligo Skin-Witch, Duplicant, Entomber Exarch, Gilded Drake, Palinchron, Phyrexian Ingester, Rune-Scarred Demon, Selvala, Heart of the Wilds, Solemn Simulacrum, Terastodon, Thought-Knot Seer, Vendilion Clique, Venser, Shaper Savant,
As well as these cards that can help abuse ETB affects:
Deadeye Navigator, Followed Footsteps, Mirror Mockery, Rite of Replication, Strionic Resonator, Thassa, Deep-Dwelling,
If you want more suggestions, feel free to look at my deck:

Magikarpet I really like Workhorse a lot. I would most likely be picking one up to replace the Myr Battlesphere. I like having the Brood Monitor combo so to have an extra version of that would seem like a good idea to me. Heartstone although very awesome, I am not quite sure what I would cut for it. The deck is quite tight right now and it would require over the top cards to replace others. The only slot I may consider sneaking it into would be to replace Kitchen Finks as it's really dependent on having a sac outlet and Good-Fortune Unicorn out. The only other card slot I could consider would be Wild Pair. Great suggestions :)

I'm also working on an Emiel deck right now! Came here looking for more inspiration. I highly recommend working Heartstone into the deck if you can since it reduces Emiel's blink cost. It's another way to allow Brood Monitor to generate infinite mana. Even if you don't have an infinite combo on the board, if you wanted to blink 3 things on your turn, you would need 9 mana. With Heartstone in play you only need 6.

Also Workhorse goes infinite with Emiel in a similar way to Brood Monitor, though I don't know if it would be worth it to add another 6-drop. It is a horse though, which is kind of like a unicorn.

griffstick there is an infinite mana loop if you blink Brood Monitor with Illusionist's Bracers equipped to Emiel the Blessed or if Panharmonicon is on the board. It's even better if both are on the board because that should net you 6 eldrazi goons to sacrifice vs 3. I am assuming that being that both blink triggers would go on the stack at the same time due the Illusionist's Bracers that you can blink the Brood Monitor twice by letting the first blink resolve then blink the Brood Monitor again. This should net you 3 goons each time, 3 to spend to blink again and 3 to dump into mana. The other option would be using any of the goon generator creatures that make at least 2 goons and sacrificing the tokens to Ashnods alter to fuel Emiel the Blessed and still have at least 1 goon left over for mana. This would be require at least Panharmonicon or Illusionist's Bracers equipped.
