Hi, imo you need more token creators that create tokens for everyone or for your enemies. You dont need tokens for your own...think about cards like Forbidden Orchard, Hunted Horror, Slaughter Specialist, Curse of Disturbance, Tombstone Stairwell, Clackbridge Troll, Infernal Genesis, Hunted Lammasu, Tribute to Horobi  ^Flip, Shadrix Silverquill You should cut cards like Ophiomancer, Skrelv's Hive or Bitterblossom

Yeah, Rakdos swing-wide seems like a "labor of love" probably will take some playtesting. They keep making good commanders for swing-wide in the midrange for {BR}: Karazikar, the Eye Tyrant, Garna, Bloodfist of Keld, etc... but not alot of low-end setup support to make a token hoard. I enjoy polymorphing tokens in the colors, but again not alot of low end base support for that, I typically do that more in the Jund colors. Tribute to Horobi  ^Flip is ok, but again, most often opponents will just swing rats into each other to just get rid of them.

Tribute to Horobi  ^Flip most of the cool legends from original Kamigawa got a saga to represent their memory.

Everyone I ever talked to that once had a Horobi deck, said the same thing: it's terribly difficult to build a Horobi deck that doesn't make you the most hated player of the game. The reason: almost every deck plays 20+ creatures, emphasis on the +. When an opposing commander renders 20% of your deck useless because of how easy it is to target something, combined with how easy it is to find a card you need in black, you have to make it priority #1 to eliminate that player. Or else your deck won't function, and you won't have much fun this game.

Even if that's not the main plan of your deck, it will be hard to convince your opponents of it, because your commander radiates the threat from your command zone. I think it's better played in the 99 because of that. Tergrid, God of Fright  ^Flip is in the 99 of my Rankle, Master of Pranks deck instead of the other way around for similar reasons. You could consider Sidisi, Undead Vizier in the command zone, with Horobi being a secret commander, that could switch out and focus on the other plan in a pinch, switching out to infect and fetch out Skittles to go infect anyway.

All in all, if I'd play Horobi, I'd focus on reanimation, killing everything that's scary, and reviving it on my side of the battlefield. Trying to collect other people's combo pieces and winning with them always makes for a memorable game.

After your first postcombat main phase, if a non-Minotaur deal combat damage to a player this turn, there’s an additional combat phase followed by an additional main phase. At the beginning of that combat, create a 2/3 red Minotaur creature token with haste for each creature you control which didn't attack this turn.

Only Minotaurs can attack during additional combat phases.

Yeah, it's another combat-based mono-red commander, but, like... Minotaurs with haste are hard to use outside combat.

Tribute to Horobi  ^Flip is the only source of 1/1 black Rat Rogue creature tokens. I'd like to see another card, maybe at common, which makes them.

One more somewhat random note: I love some of the Saga arts in this set. Sagas are usually some of my favorite new Magic art for years because I think showing how these things are remembered in-universe is really cool. My favorites are probably Okiba Reckoner Raid  ^Flip flaunting the jacket and the story told with the art on both sides of Tribute to Horobi  ^Flip.
