I think blue has to do better than Sift. A four mana sorcery in blue should just draw three cards or be an instant. So maybe shift it to uncommon and make it a reprint of Concentrate or make it an instant and so an reprint of Rain of Revelation.
Another interesting option would be a functional reprint of Draconic Lore with one of your tribes .
Anyway... I would like to say a huge thank you for the articles for your own set. You can see how much work it is and I find it exciting and informative. Keep it up!

Card advantage (7/10): Bone Miser, Cryptbreaker, God-Eternal Bontu, Midnight Reaper, Sift, Icon of Ancestry, and Witching Well.
Ramp (9/10): Bone Miser, Undead Warchief, Arcane Signet, Caged Sun, Nyx Lotus, Sol Ring, Thran Dynamo, Dark Ritual, and Rooftop Storm.
Single Target Removal (5/5): Dark Salvation, Liliana's Scorn, Shamble Back, Cruel Revival, and Liliana, Death Mage.
Board Wipes (2/5): In Garruk's Wake, and Zombie Apocalypse.

So the problem with those cards for me and this deck is I don't run a ton of graveyard recursion other than GnG, so a card like Sift is identical to Concentrate. I'd just as soon draw the cards normally in case I whiff on a creature to put in the bin. In my research I've found that almost all Blue cards like Sift are costed at the Common rarity, so non-discarding card-draw cards are often better on-rate.
Rain of Revelation is strictly better than Sift too, but this deck doesn't really play at instant speed so the effect is diminished once more. I could see Pull from Tomorrow being more of a stand-out now that I think of it.

I could come up with a few ideas, yeah. Browbeat, for one. Maybe Foresee, Rain of Revelation or Sift. Secrets of the Golden City? Tezzeret's Gambit?

I know you're looking for non-wheel card draw. I don't love cantrips in EDH unless there is a number-of-spells-matters effect in play but they can smooth out a deck a bit. Ponder , Preordain , Portent , Sleight of Hand , Serum Visions , etc. The sweet spot in around 3-5 CMC for me, ideally drawing CMC -1 but there aren't a ton of spells that efficient. I don't love Divination in EDH (2 for 3) but it's the gold-standard in 60-card decks for a quickie hand refill. There are tons of efficient cards like Divination too.
There are a ton of "draw 3, discard 1" for 4 or 5 mana, which are okay. Sift , Trial of Knowledge , and Amass the Components , for example. Many are costed for being commons, which isn't where you wanna be in EDH. There should be plenty of good, efficient cards to draw from though. At the same time, you have a lot of great high-CMC draw, like Consecrated Sphinx and Thought Reflection, so having a few Divination effects might smooth out your draws.

This is really cool! I don’t play azorius at all but this deck looks like a lot of fun. I’ve also never heard of the 8x8 rule. Where does that come from?
Have you experimented with cards that have similar abilities to ones you’re using like Imposing Sovereign , Blind Obedience and Frozen AEther ? Kismet and Loxodon Gatekeeper have higher CMCs but they cover all the bases as far as what enters tapped. I would probably run one of them over Court Street Denizen since you’re only running about 13 white creatures. Ah wait... unless you have enough stuff that bounces creatures back then i guess my suggestion is a moot point.
Grand Arbiter Augustin IV seems like a shoe-in to help Lavinia hold down your opponents. But may not work for you if you’re looking to have creatures with ETBs.
I only really noticed you have Sift for card draw. What else do you have? Cause I must have missed some.

I love this deck, but I don't think Vector Asp works the way you want it to. Since its name is in its infect ability, Lazav won't gain infect, if I am interpreting the cards correctly.
Also, at a glace, it doesn't seem like there is enough hand-cycling to get the creatures you want in your graveyard out of your hand, but I haven't played this deck so I can't be sure. How does it work out? I would think you'd need a couple more cards that allow you to rummage so that you can get the big boys out of your starting hand and into your graveyard. (I only see three cards that let you do this ( Merfolk Looter , Ancient Excavation , and Sift )... but maybe that is enough? I'm just gonna mention Jace's Archivist , Zephyr Scribe , and Dark Deal to help you do this--two of those cards also disrupt other players' hands, great to play/activate after a player has just tutored. Taigam's Scheming is also a mention, as it is effectively a Surveil 5 at sorcery speed without the keyword, but honestly I think the deck probably does this well enough. I wouldn't know without playing around it myself. But I love this deck, so I think I will :)
