xipee808 The flash does help a lot. And I might be underestimating it. But I will suggest, like you mention, running the full playset is probably too much. Hullbreacher cuts into the mill plan (but I see the Laboratory Maniac in the sideboard) and the draw-damage pressure. I think I see where you're coming from, but just to be sure, could you explain the intended use step by step?
What I see is:

Use a wheel, let's say Windfall.

Flash in Hullbreacher.

Everyone discards, let's say Tourach, Dread Cantor gets big and Liliana's Caress spikes your opponent.

You draw cards = your discarded hand and create Treasure = your opponent's discarded hand.
You're in a good spot now, you have resources and your opponent should be on the defense. A lot of those resources rely on your opponent having a reasonably discardable hand, though, so I assume you want to swing with Tourach and/or feed an Exsanguinate and end the game quickly.
I have to admit, I have more experience with pure discard than with wheels, so I might just need to see it in action, but I see Hullbreacher being a 1- or 2-of at most as a finisher, and not as part of the control plan.
How do you get your opponents to discard without them drawing for more than one turn, if you can "wheel and gain from Liliana's Caress and other enchantments"? Once they discard, their hand is empty, and Breacher stops them from significantly refilling their hand.
Still, this is a solid looking deck, so nice work! Have you been able to use it in live matches a lot?

This one is Changeling cards, for some extra fill.
Assuming you somehow get all lands out of your deck, since you don't have access to for Laboratory Maniac, Jace, Wielder of Mysteries, or Thassa's Oracle, you need to win before you draw another card, or reshuffle your graveyard and make it your library. Gaea's Blessing and similar cards can help. Concordant Crossroads gives creatures haste, and some cards in these colors reward you for milling/putting cards into your graveyard.

Of note, I haven't play the Souls of the Lost with Ob Nixilis, the Adversary. You can literally have a turn 3 15 point swing... and if you can get an attack in first, GG.
You can also aim for alt-wins. Altar of Dementia. And with The Skullspore Nexus you can sac a goyf to Altar, you or opp mill 10. Get a 10/10 dino fungus and mill for another 10. You can play for your own self-mill win with Thassa's Oracle or Laboratory Maniac.
There is a lot of gy hate and I always play with one or the other side for alt-win.
I'm also considering maindeck Leyline of the Void because so much of magic these days are graveyard based.

Cataclysm can work against you based on opponents' picks and though Enter the Infinite is impressive & works with Omniscience, I don't see Thassa's Oracle or Laboratory Maniac, nor do I see Grapeshot. Consider instead Boros Charm + Armageddon which most people will hate & sometimes outright scoop after.
Mana Vault is more of a risk than you might think without untap mechanics (See Derevi, last paragraph). Consider Thought Vessel or even Library of Leng.
Replace Lion's Eye Diamond with Land Tax. The latter also helps offset the pain from Need for Speed, which is a cool find.
Consider Smothering Tithe instead of Mystic Remora: Remora usually only nets a few cards at beginning, and will often slow you down more than it helps. The former performs MUCH more consistently, and will net you more mana to focus on spells and counters.
Concerning your SB: If you want to go maximum lock-stax, I'd recommend Derevi, Empyrial Tactician. Use Winter Orb, Static Orb & Stasis, use Kismet and Loxodon Gatekeeper, maybe even Elesh Norn, Mother of Machines. Use fetches + basic lands, huge ramp, and Back to Basics just to spite opponents. NB: Mana Vault smacks with Derevi.

Also, Castle Vantress allows you to scry, potentially mid to late game after any tutor gets you your win-con on top, thus then putting said win-con on the bottom with Castle. You can then Demonic Consultation, essentially removing your library from the game like Leveler. Then just Thassa's Oracle or Jace, Wielder of Mysteries or Laboratory Maniac for the W.

These are great suggestions for swaps - I’m sure you can tell that I was scrapping the bottom of the barrel of my cards to make this deck work. Im curious to see if I can deck out with Laboratory Maniac for a win, but I’ve given other people in my pod trouble for doing nothing until winning off of an infinite, so I feel like I need to make some kind of attempt at combat haha.

This looks like a really fun commander! So, right off the bat, there's a cool way day/night interacts with this commander and your opponents: if you can force it to night consistently, you'll more heavily punish your opponents for playing spells, since they're going to switch it back to day and power up your commander. The easiest way to do that is by playing more instants / at flash speed.
Desperate Ravings / Thrill of Possibility / Big Score + Unexpected Windfall all help positively synergize with your "draw" effects like Ominous Seas and Teferi's Ageless Insight, and also help you trigger the day/night change by electing to play on other people's turns instead of your own.
Seize the Spotlight gets an honorable mention for being great, if you find the slot for it.
For cuts, I would consider: Pouncing Shoreshark (low impact)
Laboratory Maniac - Kind of an all-or-nothing strategy, and sounds like from your description that you'd rather win with combat.
Khenra Spellspear Flip - doesn't fit with commander, since you want to be able to force it to night whenever your turn rolls around.
Boon of the Wish-Giver - sorcery speed is kinda meh IMO - I imagine people will be trying to kill your commander before it makes this cost.
Mulldrifter - there are instants and sorceries that can draw more for the same cost.

- Cyclonic Rift -> Swan Song : If I have that kind of mana, I should win the game. Rather have a counter.
- Cathars' Crusade -> Swiftfoot Boots : Let's protect Marneus Calgar, he's kind of important to us
- Flowering of the White Tree -> Lightning Greaves : Let's protect Marneus Calgar, he's kind of important to us
- Glorious Anthem -> Rings of Brighthearth : Let's enable the infinite mana combos
- Inquisitor Greyfax -> Phyrexian Altar : Need this bugger around for consistency of infinite mana combos
- Spear of Heliod -> Pitiless Plunderer : Supports Phyrexian Altar and general ramp.
- Hour of Reckoning -> Training Grounds : Makes combos easier. Helps survive early.
