The nontoken clause is really only being used once or twice a set at the most, because edicts are, in general, the weakest form of removal. The strongest edict without that clause was Liliana of the Veil, and she was only in control or midrange shells that were designed to kill everything and strip the opponent of resources. These same sets have had Extract a Confession which is sorcery and requires evidence to be the stronger version, Zoyowa Lava-Tongue, Tithing Blade  ^Flip,Vraska's Fall, Voracious Fell Beast, Pyretic Prankster  ^Flip, and Braids, Arisen Nightmare.

If they absolutely have to make free spells, I'm glad they have a real cost so you can't Flare turn 1 off a Khalni Garden or get a free spell with any of the long list of Young Pyromancer effects.

Khalni Garden is one of the best tapped lands. 100% agree with griffstick and legendofa, if you have lands with a relevant etb ability they basically become an extra spell and are totally worth entering tapped. Also, solid balancing tool. Obviously in eternal formats the ceiling is much higher, so there is a variance in what can pass as good in certain contexts and environments

Skullclamp is $5, but it's good with creature tokens, which you make a lot of, and is playable in a lot of decks. Mahadi, Emporium Master lets you turn creature tokens into treasures. Inspiring Statuary makes all your food tokens into mana rocks. Idol of Oblivion draws a lot of cards. Tireless Provisioner, Killer Service make a lot of food tokens. Arterial Alchemy makes a lot of blood tokens. Khalni Garden makes a plant. Judith absolutely isn't bad here, I would much rather cut Bog Naughty, Ciril Ungol Patrol, Dimir House Guard, Galadriel, Scream Puff, Skybeast Tracker, Bake into a Pie, Giant's Skewer, Horned Helm. While they are flavorful, they are very inefficient.
