Will Henzie "Toolbox" Torre change the blitz cost of Wave of Rats?

Obviously, Henzie "Toolbox" Torre will give and reduce the blitz cost of every creature that costs 4cc or more, or any creature with blitz, but Wave of Rats' blitz cost is 5cc, where Henzie would theoretically reduce that to its casting cost, then lower the cost per its cost-reduction mechanic... so would Wave of Rats have an initial blitz cost of 5cc or 4cc before it gets lowered by Henzie...?

IT will have both a Blitz cost of and a Blitz cost of . You can pay either, and both would be reduced. I would be hard pressed to find a reason to play the higher cost, but it is still there.

It would have 4cc prior to the reduction. Henzie stipulates that it has blitz and that its blitz cost is equal to the mana cost. It already has blitz, but this ability still overrides its inherent blitz cost, as there is no "if" ability here and Henzie's ability is a replacement effect for the original ability. It is then reduced again by Henzie, so you are correct on that!
