Timing question about recursion and the stack

Short, general version: If a spell or triggered/activated ability added to the stack returns a permanent to the battlefield, would an ETB effect of that permanent be added to the stack?

Long, specific version: If someone casts a spell, and in reaction I do something that completes a dungeon, thus activating the Create Undead ability of Sefris of the Hidden Ways, and I use that ability to return Draining Whelk to the battlefield, can I use the Whelk's ETB trigger to counter that spell?

Yes, that works. As long as there is nothing preventing an ability from triggering and the triggered ability is met a triggered ability goes on the stack the next time a player would receive priority.

Yes that works perfectly fine.

While any spell/ability is on the stack, anyone can add other spells/abilities to the stack, which will resolve first. You can always continue adding spells/abilities to the stack and letting them resolve, all before that original spell resolves.

So you can perform your series of actions exactly as you described :)
