If I play Snapcaster Mage , can I target Sphinx's Revelation and then pay mana for X?

You are casting the spell for its mana cost, which is XWUU. Since X is chosen upon casting the spell, you can choose a value for X. Only cards that allow you to play the Sphinx's Revelation without paying its mana cost set the value of X to 0.
