Sen Triplets and interaction with costs

So im building Sen Triplets and was curious:
if i have Sen Triplets on the battlefield can the target player pay costs such as tapping their land to try to produce mana BUT the effect just never exists due to Sen Triplets ability
or does it even prevent the ability to tap the land or say sacrifice a creature to Diamond Valley

I believe this ability uses the stack, so they would be able to tap and pay stuff in response.

Yes, they could respond to Sen Triplets's ability going onto the stack by tapping mana/playing instants etc, but once the ability resolved, they could not cast any spells or activate any abilities.

Sen Triplets's ability states "This turn, that player can't play spells or activated abilities." This means what it says.
The target opponent won't be able to activate mana abilities or other activated abilities, including the mana abilities of lands or nonmana activated abilities like that of Diamond Valley.
