Can i use Savage Stomp on Wayward Swordtooth? Because wayward cant attack unless i have the citys blessing?

Not being able to attack just means that you can not declare it as an attacker during the declare attackers step. Fighting doesn't use the combat step at all.
In a related side note, it could still come into play tapped and attacking without the city's blessing from something like yore-tiller nephilim because that trigger never causes you to check if it able to attack or not.
