Responding to a delve ability?

My opponent attempts to casts Treasure Cruise in response, I use Tormod's Crypt and exile his graveyard. Who has priority? Would his GY be exiled prior to the delve ability being able to be used? Or would he get to exile cards as part of the cost?

The Delve ability is applied as part of paying costs. Paying costs is the last step of the casting process, and neither player will get priority to make responses until the casting process is finished. Your opponent has already paid for Treasure Cruise (including delving away cards) by the time you're able to respond with Tormod's Crypt.

Delve affects the casting cost; it's used at the same time as mana is tapped. You won't be able to usefully respond to deny him Delve reactively, because Treasure Cruise will already be on the stack with its cost paid before you get the chance.
