Primal Surge Timing

So Genesis Wave puts the permanents that it reveals onto the battlefield simultaneously, thus various cards (Baru, Fist of Krosa, Seer's Sundial, Soul of the Harvest) would see the others enter and their abilities would trigger.

However, Primal Surge does not put cards onto the battlefield simultaneously. It's one at a time. I'm a bit confused, as if the permanent placement is happening during the resolution of a spell, it's counted as simultaneously and they will see permanents exiled before them enter, or if the one at a time segment prevents this.

No. As you stated, Primal Surge doesn't put the cards onto the battlefield simultaneously. They enter in the order in which they were revealed. A permanent that enters during the first repetition, for example, won't see the first permanent entering the battlefield because the first permanent already entered earlier.

However, everything is still framed in the resolution, so players can't respond or take actions in between repetitions.
