Necrotic Ooze can't transform, but can it still use an activated ability that normally would?

The draw and discard part of Civilized Scholar  ^Flip's activated ability is easy; but can a Necrotic Ooze achieve the untap if discarding a creature part if it cannot also transform?

• 701.25a. Only permanents represented by double-faced cards can transform. (See rule 711, "Double-Faced Cards.") If a spell or ability instructs a player to transform any permanent that isn't represented by a double-faced card, nothing happens.

Yes, Necrotic Ooze will do everything but the transform.
