Legend rule

Let's say I have a Niv-Mizzet, Dracogenius on the battlefield, and then I play a Niv-Mizzet, the Firemind . Do they legend bomb? And if not, then how come planeswalkers (like Jace, the Mind Sculptor and Jace, Memory Adept ) legend bomb?

No, they don't "legend bomb". The Legendary rule and Planeswalker rule are two separate rules, which is why they are not the same. The Legendary rule only checks the full name of the card, so if the epithets are different, you're good. However, the Planeswalker rule checks the subtype, which in the case of JTMS and J,MA is Jace for both of them.

They don't, and there is a reason. Niv-Mizzet, the Firemind and Niv-Mizzet, Dracogenius are both different dragons. They are like brothers or some crap. Jace and Jace are the same person... just in a different realm or some crap. Hope this helps :)

As far as Niv-Mizzet is concerned, they are not the same. They don't interact via the Legend Rule.

It is not the Legend Rule that affects planeswalkers, though. It is the Planeswalker Uniqueness rule. Legend rule looks at name, Planeswalker Uniqueness rule looks at subtype.
