Land in Commander

If i have Narset, Enlightened Master as my commander if i tap Sulfur Vent for its black it will produce colorless right?

Another partof the question.... I could use Rocky Tar Pit in that same deck right?

Firstly, Sulfur Vent is not legal in a Narset, Enlightened Master EDH deck, because the land is not in your commander's color identity. The black mana symbol in the land's text is the deal breaker. That being said, Rocky Tar Pit IS legal because it does not include the black mana symbol. Essentially, any fetch land is legal in any EDH deck, because none of them actually have a mana symbol to identify for color identity.

903.4. The Commander variant uses color identity to determine what cards can be in a deck with a certain commander. The color identity of a card is the color or colors of any mana symbols in that cards mana cost or rules text, plus any colors defined by its characteristic-defining abilities (see rule 604.3) or color indicator (see rule 204).

Example: Bosh, Iron Golem is a legendary artifact creature with mana cost 8 and the ability 3R, Sacrifice an artifact: Bosh, Iron Golem deals damage equal to the sacrificed artifact's converted mana cost to target creature or player. Boshs color identity is red.

903.5c A card can be included in a Commander deck only if every color in its color identity is also found in the color identity of the decks commander.

Note that if a land you control would produce mana of a color not in your commander's color identity, then it produces that much colorless mana instead. This is relevant if some effect is changing the types of mana that lands could produce (see Blood Moon) or if you gain control of a land.
