Kill manland before block declared?

Let's say I'm swinging in with a creature and the opponent responds by making Celestial Colonnade a creature. Can I Terminate before he declares it as a blocker?

Yes. For it to be able to declare blocks he would have to have animated it on the "declare attackers" step. After the ability resolves animating it you will receive priority again and be able to cast an instant before the step of combat advances to "declare blockers".
