Instant Speed with Leyline of Anticipation on Serum Visions after targeting it in the graveyard with Snapcaster Mage.

I don't know how the word "Cast" is perfectly defined so I wanted to ask this question. If Leyline of Anticipation is on the battlefield and I use Snapcaster Mage to target Serum Visions in my graveyard at the end of my opponents turn, will I be able to cast it on their turn?

For those who would ask I did not find this information on Gatherer nor in the "Similar Questions" links.

Yes you can. Cards do exactly what they say. Leyline of Anticipation says "...cast non-land cards...anytime you could cast an instant." Flashback is an alternative casting cost, allowing you to cast it for its mana cost. Since you're casting it from your graveyard via flashback, you can do it as though it had flash.

Definition of cast per the comprehensive rules of Magic:

601.2. To cast a spell is to take it from where it is (usually the hand), put it on the stack, and pay its costs, so that it will eventually resolve and have its effect. Casting a spell follows the steps listed below, in order...etc
