lets say i have a Phantasmal Bearand my opponent plays a spell that targets it. can i protect my bear with Mizzium Skin (overloaded)
Even if the spell that targets Phantasmal Bear is countered, the bear was targeted so it is still sacrificed.

Unfortunately not. Once the ability is but on the stack, it cannot be undone unless it is countered. The trigger for it was satisfied, so it will resolve as normal.
