Peregrin Took is already on the battlefield and Field-Tested Frying Pan enters. We have two possible options evaluated:
Answer1: 3, since Peregrin says one ore more and the pan has just 1 trigger and the wording just clarifies the order
Answer2: 4, since the pan says “create a food” and after that “then create” a halfling and Peregrin would double up each sequence.

In the future you can take care of this yourself using the "Mark as Answer" button on the response that you feel best answers your question.
I try to avoid selecting my own responses when I do this but in this case it was the only option.

It's answer 2. Being separated by "then" actually makes the two token creations from the frying pan separate events, so Peregrine's replacement effect will apply to each of them separately.
