How does declaring attack work in the context of Utvara Hellkite?

Assumptions: This is EDH and the commander is Kaalia of the Vast. I want to get out as many dragons as possible using Utvara Hellkite. I have three other dragons on the field and the Hellkite is in my hand.

Can I attack sequentially? In other words:
1. Declare attack with Kaalia of the Vast.
2. Put Utvara Hellkite on the battlefield with Kaalia's ability.
3. Attack with the other three dragons, netting 3 6/6 dragons.

Do I have to declare all my attackers all at once or is it something I do one at a time during the precombat phase?

You cannot. The way declaring attackers works is that you declare them all at the same time. After you have declared attacks triggers will go on the stack, like Kaalia of the Vast's ability. If you put in Utvara Hellkite with her ability it will enter the battlefield then it won't be on the battlefield when you declare attackers. It is also worth mentioning that you declare attackers at the beginning of the declare attackers step before anyone get priority.
