Flashing in Phantasmal Image

Okay so I’m working on a Bant Spirits deck and I’ve never played with Phantasmal Image before.

If I have a Rattlechains and a Spell Queller on the battlefield, can I flash in Phantasmal Image as a copy of Spell Queller and exile a spell converted mana 4 or less?

I’m basically curious whether or not Phantasmal Image can be considered a spirit before entering the battlefield. If so I should be able to flash him in thanks to Rattlechains, right?

I hope I didn’t make this question too confusing (obviously I don’t know the answer lmao)...

You cannot do this. Phantasmal Image becomes the other card as it enters the battlefield--not while it is in your hand or on the stack. As such, you can only cast it when it would be legal to cast an illusion.

You could use something like Arcane Adaptation to make Phantasmal Image a spirit, and then be able to flash it in, but that goes beyond the scope of your initial question.

No, unfortunately that won't work. When you're casting Phantasmal Image as a spell, it's still just an Illusion and won't have Flash. You don't choose what to copy until the spell resolves and Phantasmal Image starts to enter the battlefield.
