First Spell Eris, Roar of the Storm, Second Spell Scampering Scorcher.

If it's my turn and I cast Eris, Roar of the Storm as my first spell, and then cast Scampering Scorcher as my second spell, does the elemental token that Eris makes gain haste?

Yes.

Since Eris' last ability is a CAST trigger, it will go on the stack above Scampering Scorcher after you cast it, and resolve before the Scorcher resolves. Therefore you will have the elemental in play just in time for when the Scorcher enters the battlefield and gives haste to Elementals.
