what happens, for example, if I cast Wasteland Strangler and want to use the ETB ability, but Leyline is on the battlefield? Does it trigger the ETB ability or it's a loop, and the card is exiled again with no effects?

Leyline of the Void is a replacement effect, so you would be able to use the Processor ability like normal, except Leyline makes it so it reads like "Blah blah, you may put a card an opponent owns from exile into exile blah blah." You have still performed the action for the Strangler, just the effect on the game is overly simple.

In short, yes you can still process cards, but they just stay in exile.

Let's use a different card: Void Attendant.

This card, with Leyline of the Void out, basically says: : Put a 1/1 scion etc.

This works because it goes from exile into exile.

@Trockenmatt: That's not entirely correct - your opponent still has to have a card in exile in order for you to be able to activate the ability; you can't just ignore that part of the payment.

@Trockenmatt, merrowMania: Make sure you consider the following rule:

400.8. If an object in the exile zone is exiled, it doesnt change zones, but it becomes a new object that has just been exiled.

The exiled card will not just stay in exile, but become a new object. That means that for cards like Spinerock Knoll, exiling the exiled card will no longer be available to it's controller in order to cast it.

@Antoniobizarro: The ETB ability is triggered either way, as it triggers when the creature enters the battlefield. In that sense, you don't get to "use" (as in activate) it really... but what's happening is that you're fulfilling the condition of putting a card your opponent ownsin exile into it's owners graveyard. A replacement effect will modify where that card ends up, but the effect doesn't care about the card actually ending up in the graveyard, just you trying to put it there.
