Drudge Dredge: I am the draw.

I have an Emmessi Tome on the battlefield and a Stinkweed Imp in the graveyard. Can I activate the Emmessi Tome, draw ONE card and then dredge the imp?

Yes, you can.

Rules for Dredge:

702.49a Dredge is a static ability that functions only while the card with dredge is in a players graveyard. Dredge N means As long as you have at least N cards in your library, if you would draw a card, you may instead put N cards from the top of your library into your graveyard and return this card from your graveyard to your hand.

Rules for drawing a card:

119.2. Cards may only be drawn one at a time. If a player is instructed to draw multiple cards, that player performs that many individual card draws.

Because Emmessi Tome's effect requires you to draw two cards, you must do so one at a time. Each card draw is a separate action. You can draw the first card as intended. Then, on the second draw, you can choose to Dredge as a replacement.

Whenever you are instructed to draw multiple cards, you draw them one at a time. If you have a card with dredge in your graveyard you may replace any card draw with the dredge ability. So yes, you can draw the first card and then dredge for the second draw. If you cast Concentrate you could draw, dredge, draw even.
