Does Scholarship Sponsor force all but one player to shuffle?

When Scholarship Sponsor enters the battlefield does it force each player with less lands than the most to shuffle regardless of if they searched for lands? Meaning if someone would Vampiric Tutor and I trigger Scholarship Sponsor's ability before their draw (and for example they have 2 fewer lands than the player with the most) and they choose to search for 0, does that player still have to shuffle due to the wording of Scholarship Sponsor?

They have to shuffle. Scholarship Sponsor's ability is written in a way that makes the search mandatory (there's no "may" in the instruction), and the shuffle isn't dependent on whether the player found anything.
