Does Rin and Seri's mana ability count as commander damage?

Rin and Seri, Inseparable does direct damage according to the number of dogs the player has. Does this count as commander damage? I would assume so.

No. Commander damage is only combat damage. Rin and Seri, Inseparable's activated ability deals noncombat damage.
704.6c In a Commander game, a player that's been dealt 21 or more combat damage by the same commander over the course of the game loses the game. See rule 903, "Commander."
Also, the ability is an activated ability, but it is not a mana ability. A mana ability is one that could add mana to a player's mana pool, not one that costs mana.
