Does Panharmonicon's ability work with the artifact/creature that is being played?

Example: I have Panharmonicon on my battlefield and I cast AEther Adept. Do I bounce two creatures? Or does this only work with permanents already in play?

Yes, when your creature enters the battlefield, it causes its own ability to trigger. And because it's a permanent at the time of triggering, Panharmonicon will have the ability trigger a second time.
