if Niv-Mizzet, the Firemind and Ophidian Eye is out, does niv's combo still continues even though i cant draw cards anymore?
Since there are many ways not to lose the game when attempting to draw from an empty library (Angel's Grace, Phyrexian Unlife, Platinum Angel, ...), let me answer the question regardless:
Attempting to draw a card from an empty library doesn't actually draw a card. Therefore, Niv-Mizzet won't trigger. So if this is your win condition in a Commander game, for example, you need to have more cards left in your library than all your opponent's combined life total to win the game.

If you attempt to draw a card from an empty library, you will lose the game. If you have not dealt lethal damage, I suggest you stop drawing from Ophidian Eye.
The combo will stop when: the game ends (you dealt lethal damage or you drew from an empty library) or you stop drawing (because you chose to or an effect prevents one of the draws).
