Do triggers still happen if there is no target.

For instance, does Wort, Boggart Auntie trigger on your upkeep if there is no Goblin in your gy so you can in response sac or mill?
It depends on your definition of happen. Wort, Boggart Auntie will trigger st the beginning of your upkeep (any cards that care about abilities triggering like that will apply), since having a target Goblin card isn't a condition for it triggering. However, you then have to make the choices for it like casting a spell. Since you can't choose a target, it is an illegal ability and doesn't go on the stack. You won't be able to respond to it or anything, it won't resolve, and it will not trigger again until your next upkeep.

The trigger won't be able to start resolving without a legal target, so you can't respond to it by putting something for it to target, as it will be denied as soon as it attempts to resolve and you can't target anything with it.
