Do i get an extra counter on Orochi Hatchery with Flux Channeler on board?

Lets say i have Flux Channeler already on board and i cast Orochi Hatchery , does my Orochi Hatchery get an additional counter from the proliferate of my Flux Channeler, or does the proliferate happen before Orochi hatchery is on the board?

The proliferate will happen before Orochi Hatchery is on the board.
Flux Channeler triggers on casting noncreature spells. So it triggers when you cast Hatchery, and the trigger is put on the stack above the Hatchery spell. It will resolve before the casting of Hatchery does.
If it triggered off of noncreature permanents entering the battlefield, then it would work the way you wanted.
