If I enchant Dimir Cutpurse with Helm of the Ghastlord and I deal combat damage to my opponent with him, would they discard 2 and I draw 2?

Short answer: Yes.
Long answer: Cutpurse hits a player. Three triggers happen: His own "They discard, you draw" trigger, and the two triggers granted by the Helm: "You draw" and "They discard". Barring any other shenanigans happening (Your opponent controlling a Notion Thief, someone Stifleing one of the triggers) this nets you drawing two cards and your opponent discarding two cards.
