Cost Reduction and Spells with X

Lets say you have a Cloud Key in play and you have chosen instant. Can you then cast Volcanic Geyser for and have it deal 1 damage to its target?

When you cast a spell with in its mana cost or in an additional cost, you declare a value for X. The cost is calculated and paid as the final step in the casting process, and cost calculations will use the declared X value as appropriate. X is not determined by how much you pay.

You could cast Volcanic Geyser for X=1 and pay if you have Cloud Key and have chosen "instant."
