choose to tap for mana?

do you get to choose whether or not you get mana from land? I'm only asking for the combo of War's Toll + Manabarbs
In the case of War's Toll's ability, YES, you can choose which lands you get mana from before War's Toll's ability resolves. War's Toll's ability just forces you to tap all the lands, it does not require that you use the ability of the land to produce mana. Mana Barbs only deals damage for the ones you tapped for mana.

No, lands have the unwritten mana ability of "
: add ____ to your mana pool."
The only way you could tap a land without producing mana, is if the land had a secondary effect that didn't produce mana, like Arcane Lighthouse, or Mystifying Maze, that made it tap.
Another way is by tapping them via an alternate spell or ability, like Mana Short.
